No. The mayor of New Orleans made some public comments about how New Orleans will once again be a chocolate city because supposedly God wants it that way. He meant that it would be a majority black city again. There's been a lot of grumbling about it because he's a black man, he can get away with make such statements. The picture is just illustrating the absurdity of his statements.
